POVERTY LINES Up until last years' first federal Poverty Reduction Strategy StatsCan was calculating and publishing the Low-Income-Measure (LIM) as a non-official poverty line. This is how poverty lines are compared between countries. The Poverty Reduction Strategy, however, introduced the Market Basket Measure (MBM) as our Official Poverty Line. Unsurprisingly, this switch is investment in calculation instead of investing in the poor people themselves, and the new Official Line is lower than LIM, which means that magically there is now less poverty in Canada.
